Born in Barcelona in 1964.

Graduated in Law, he has been director of the Catalan Federation of Intellectual Disability (Dincat), president of the Acsar Foundation, vice-president of Cocarmi and secretary of the board of directors of the Third Sector Board.

He has been a councillor for the Vilanova i la Geltrú city council, a member of the Parliament of Catalonia and a member of Congress for the CDC.

He has been a member of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE), with which he has acted as an international observer in electoral processes.
