The Government of Catalonia has approved the agreement to sign a collaboration agreement with the World Health Organization for the implementation of the QualityRights initiative in Catalonia. The agreement, which is part of the Catalan Mental Health Agreement, aims to improve the quality of care in mental health services and the promotion of the human rights of people with mental health conditions and psychosocial, cognitive or intellectual disabilities. With this agreement, Catalonia becomes a benchmark in Europe in the implementation of the rights of people with mental health problems in all policies.

The main pillars of the QualityRights programme are awareness-raising and provision of information to the entire population; information and training for people with lived experience of mental health conditions or disabilities; information and training for professionals and key personnel in the care and support of people and the promotion of human rights in Catalonia, and the establishment of standards and the assessment of all programmes, services and centres. As a result of this commitment, Catalonia joined the working group on mental health strategies to make contributions and share experiences in the WHO group that works to define mental health policies in all government departments.

In this respect, the Government of Catalonia is committed to aligning Catalan programmes, services and centres with the recommendations of the QualityRights initiative documents and guidance material. The QualityRights tool kit will be used to facilitate the assessment of programmes, centres and services in Catalonia, as well as to propose the necessary changes in the legal and contracting framework to enable the application of the new criteria and the assessment tool and system.
